The Indian government that had launched the Visa-on-Arrivals (VoA) scheme from January - May for citizens of 5 countries - Finland, Japan, Luxembourg, Singapore and   New Zealand visiting India for tourism purposes saw Singaporeans topping the list of foreigners in availing the scheme. The number of Visas issued under this scheme, during January-May 2010 for nationals of the 5 countries was: Singapore (884), Finland (736), New Zealand (660), Japan (453) and Luxembourg (17).
During the 5 month period, the maximum number of VoAs were issued at Delhi Airport (1491), followed by Mumbai (600), Chennai (509) and Kolkata (150). A total of 3.45 lakh foreigners visited the country in May as against 2.99 lakh in the corresponding period last year.
